Reflections inspired by the Union of European Federalists and Mario Draghi’s “Pragmatic Federalism Doctrine”

Europe is standing at a generational crossroads. The question is no longer if the European Union should enlarge – but how we ensure that enlargement strengthens, rather than weakens, our shared capacity to act.

That is why the message from the Union of European Federalists resonates so powerfully:

“Institutional reform is no longer a choice; it is a necessity. Continental unification and reform must go hand in hand. We must reform the Union to unify Europe.”

We need a stronger, more democratic Union – with a Parliament empowered to legislate, a streamlined Commission, and a Council liberated from the paralysis of unanimity.

This is not about bureaucracy. It is about Europe’s ability to act with legitimacy, strength, and purpose.

As Mario Draghi reminds us:

“Europe must learn to act with one voice not because it is convenient, but because it is the only way to matter.”

The great challenges of our time – climate, security, competitiveness, migration – do not respect borders. Our sovereignty lies in our ability to share it wisely.

If Europe wants to lead, it must first dare to reform. Federalism is not about centralization; it is about shared responsibility, common decisions, and mutual respect.

This is our moment to choose courage over comfort. Let us build a Europe that is bigger, stronger, and truly united – a Union worthy of its ideals and its citizens.

Reflektioner inspirerade av Union of European Federalists och Mario Draghi

Europa står inför sitt mest avgörande vägval på flera generationer. Frågan är inte längre om unionen ska utvidgas – utan hur vi säkerställer att varje ny medlemsstat stärker, snarare än försvagar, vår gemensamma förmåga att agera.

Det är därför uppmaningen från Union of European Federalists klingar så tydligt och sant:

”Institutionell reform är inte längre ett val – det är en nödvändighet. Kontinental enhet och reform måste gå hand i hand. Vi måste reformera unionen för att ena Europa.”

Vi behöver ett starkare och mer demokratiskt EU, där Europaparlamentet får verklig lagstiftningsmakt, där kommissionen blir mer effektiv och där rådet frigörs från det oändliga vetots bojor. Det handlar inte om byråkratiska detaljer – utan om Europas förmåga att agera med legitimitet, kraft och riktning.

Mario Draghi uttryckte det väl i sin text om pragmatisk federalism:

“Europe must learn to act with one voice not because it is convenient, but because it is the only way to matter.”

Det är en påminnelse om att vår tids utmaningar – klimatet, säkerheten, konkurrenskraften, migrationen – inte känner några nationsgränser. Vår styrka ligger i samarbetets suveränitet.

Ska Europa vara en geopolitisk aktör, inte bara ett projekt, krävs modet att reformera för att kunna leda. En verkligt federal union betyder inte centralstyrning – det betyder delat ansvar, gemensamma beslut och ömsesidig respekt.

Vi står inför ett avgörande ögonblick. Låt oss använda denna stund till att på allvar bygga det Europa som våra barn kan tro på - ett Europa som är större, starkare – och mer enat.
